What makes a beat premium?
"Premium" should mean something specific: the beat is finished, mixed, arranged like a real song and delivered in a format you can actually record and master on.
It is arranged, not looped
A premium beat has structure: an intro, verse sections, a drop, and changes that give a song somewhere to go. A four-bar loop repeated for three minutes does not.
Listen for whether elements enter and leave. If nothing changes across the preview, you will have to arrange it yourself.
It is mixed with room for a vocal
The mid-range should have space. If the instrumental already fills every frequency, your vocal will fight it and the master will suffer.
Check the low end too: a controlled 808 is far easier to record over than one that swamps the track.
It is delivered in a usable format
You want the full-length, uncompressed WAV — not a preview render and not an MP3.
